Why did Soult remain in Avesnes while Napoleon, and others, expected him in Laon?  It wasn’t a miscommunication of the timing of the itinerary, as Soult continued to remain in Avesnes on June 12.  On June 8, Soult had ordered the Army headquarters to leave for Avesnes on June 10.  Is it possible Soult felt that is where he should be?

In Service Historique de la Défense, for June 12, the cartons Armée du Nord – 1er au 10 juin – 1815, GR 15 C5 and Armée de la Moselle et al, avril – juin 1815, GR 15 C 11 contain 26 drafts of Soult’s messages from Avesnes on June 12. Using Soult’s Registry, Mouvement des Troupes, these materials can now be organized and properly analyzed.
The first 14 letters Soult registered on June 12 (numbers 291-304 found in Mouvement des Troupes), match perfectly with the drafts from the archives and are not related to the final concentration orders sent on June 10.
